English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new poll of local authorities, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

One local authority in Kent said its property management strategy included the disposal of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Rises and Wider Financial Pressures

The survey of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will need to increase local levies next April to address the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils recently further found council budgets being stretched by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting local leaders across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened care services in the last year, the study revealed.
